A furnace has numerous safety features, and without regular maintenance they get dirty and fail, sometimes intermittently. Most often pet hair and dust have clogged the "sail switch", making the furnace think the blower is not running and shutting the furnace off after 10-30 seconds, and even locking it out completely after 3 tries.
A full water tank will often drip from the pressure relief valve, but that doesn't mean the valve has failed. Water expands when heated, and needs a "cushion" of air at the top of the tank to allow for that expansion. Turn off the heater, let it cool, and open the relief valve to let water out, and a cushion of air in, then let it "snap" shut.
Waste tanks need lots of liquid to process and drain properly. Most often the cause of a black tank clog is leaving the waste valve open while hooked up at a "Full Hookup" site, allowing fluids to drain slowly while solids build up and dry out, creating a blockage in the center of the tank that requires a wand or hose to evacuate.
